OWWA Membership for Household Service Workers: Fees and Benefits
OWWA membership for Filipino domestic workers abroad: the US$25 fee, validity, who pays, how to register or renew online, and the benefits you can claim.
Helpers Philippines

Direct answer: OWWA membership costs US$25 per contract and stays active until your employment contract ends or two years after it took effect, whichever comes first. By law, your foreign employer pays this contribution when your contract is processed, and OWWA cannot charge you extra. You renew through the OWWA Mobile App, membership.owwa.gov.ph, or an OWWA office abroad, and an active membership gives you access to death and disability benefits, medical and welfare assistance, scholarships for your children, repatriation help, and reintegration programs.
If you are a Filipino domestic worker in Hong Kong, Singapore, Saudi Arabia, Kuwait, or anywhere else abroad, OWWA is the Philippine government agency you call when something goes wrong. It runs the 24/7 hotline, the Halfway Home for repatriated workers, the death and burial benefit for your family, and the scholarships your children can apply for.
Most of those programs check one thing first: whether your OWWA membership is active. This guide explains what membership covers, what it costs, who should pay, how to renew it from your phone, and which benefits you can claim. Every amount below comes from the OWWA Citizen's Charter 2026 or an OWWA program page. Program rules change, so confirm the details with OWWA before you file a claim.
What OWWA membership is and who is covered
The Overseas Workers Welfare Administration (OWWA) is the Philippine government agency that runs a welfare fund made up of contributions from overseas Filipino workers and their employers. Republic Act No. 10801, the OWWA Act of 2016, sets out who becomes a member, how much the contribution is, and what the fund must pay for.
Under Section 8 of RA 10801, you become a member in one of two ways:
- Compulsory registration. You are registered when your employment contract is processed for deployment. This is the usual route for a first-time household service worker (HSW) hired through a licensed Philippine recruitment agency or processed as a direct hire.
- Voluntary registration. You register yourself at the jobsite or through electronic registration. Use this route to renew, or to join if you were never registered.
Household service workers are covered the same way as other land-based OFWs. Your job title does not change your rights to OWWA programs. What matters is whether your membership was active at the time of the event you are claiming for, such as an accident, a death in the family, or a calamity.
Some OWWA services are open to non-members. The Repatriation Assistance Program in the Citizen's Charter lists "OFW members and other overseas Filipinos" as eligible. The Welfare Assistance Program covers active and non-active members. Most insurance-type benefits, such as death and disability, need active membership.
How much OWWA membership costs and how long it lasts
The contribution is US$25. Section 9 of RA 10801 fixes this amount, and Section 10 lets the OWWA Board change it only after an actuarial study. The OWWA Citizen's Charter 2026 still lists the contribution as US$25, collected at OWWA offices with an official receipt.
Validity works like this, according to both the law and the 2026 Charter:
- Membership is active until your current employment contract expires, or two years after the contract took effect, whichever comes first.
- For voluntary registration at the jobsite, the two years count from the date you registered.
- After that, you renew, and OWWA asks for proof that you are still employed abroad.
Here is what that means in practice. If you sign a two-year Hong Kong contract, one US$25 payment covers that contract. If your contract ends early, your membership ends with it. If your contract runs longer than two years, renew before the two years are up so there is no gap. OWWA's own pages word the rule slightly differently in places, so confirm your exact end date with OWWA.
Section 11 of RA 10801 says OWWA must not levy additional charges on the member. When the contribution is paid, you should receive an official receipt, an e-card, an ID, or another proof of membership. Keep a photo of it on your phone.
Who pays OWWA membership for household service workers
Section 18 of RA 10801 is direct: contributions to the OWWA Fund must be paid by the employers or principals. If the employer does not pay, the recruitment or manning agency must pay the contribution for new hires. Section 19 lets the government revoke the licence of an agency that breaks this rule and disqualify its officers.
For a domestic worker, this means:
- First contract through an agency. Your foreign employer should pay the US$25 as part of contract processing. You should not see a separate "OWWA fee" on a list of things you must pay the agency. If an agency asks you to pay it, ask for the legal basis in writing and check with DMW before you pay.
- Direct hire. The employer still carries the obligation under the law. Confirm in writing who is paying before you process your papers. Our guide to DMW e-registration for domestic workers walks through the direct-hire steps.
- Voluntary renewal at the jobsite. When you renew on your own through the app, the online form, or an OWWA office abroad, the payment screen or cashier will ask you for the US$25. You are the one paying at that point, so read your contract and ask your employer whether they reimburse it.
Be careful with anyone who charges more than US$25 and calls the extra an "OWWA processing fee." The Charter lists the membership payment as US$25 with no other fee for processing. A middleman who adds a service charge is not OWWA.
How to register or renew your OWWA membership
You have four main routes. Pick the one that fits where you are.
| Route | Where | Best for |
|---|---|---|
| OWWA Mobile App | App Store or Google Play | Renewing from your phone at the jobsite |
| OWWA Membership Payment Registration | membership.owwa.gov.ph | Renewing on a computer or phone browser |
| OWWA office at your jobsite | Migrant Workers Office (MWO) at the Philippine embassy or consulate | Paying in person and getting a receipt the same day |
| OWWA Regional Welfare Office | Your region in the Philippines | Family members renewing for you, or renewing while on vacation |
Renew through the OWWA Mobile App
OWWA's mobile app page confirms the OWWA Mobile App is on the App Store and Google Play. Download it only from those stores or from the link on owwa.gov.ph. The 2026 Charter names the app as one of the ways to renew membership.
Before you start, have these ready:
- A clear photo or scan of your Philippine passport data page.
- Proof of employment, such as your contract, work permit, or a recent payslip.
- A working email address and Philippine mobile number.
- A way to pay the US$25 through the payment options the app shows you.
Renew through membership.owwa.gov.ph
The OWWA Membership Payment Registration form is OWWA's online membership page. When we checked it on 16 October 2026, it asked for:
- your name, birthdate, civil status, and passport number;
- your Philippine address and mobile number, plus your address abroad;
- your employer's name, your position, monthly salary, contract duration, and jobsite country;
- the name of your recruitment agency;
- the OWWA paycenter where you will pay;
- an upload of your contract, work permit, payslip, or OEC; and
- an upload of your valid Philippine passport.
Type the address yourself. Do not click a "renew OWWA" link sent by a stranger on Facebook or Messenger. Fake pages can copy the OWWA logo to collect passport details.
Renew at an OWWA office abroad
Many Philippine embassies and consulates have a Migrant Workers Office (MWO) with OWWA staff. Check which office covers your city. The Charter lists the in-person steps: fill out the membership form, submit your passport and the form for checking, pay US$25, then wait for the official receipt. OWWA's stated processing time is about 35 minutes.
The Charter lists three requirements: a copy of your passport with your photo and personal data, proof of employment, and an OWWA information sheet you fill out at the office.
Renew through a family member in the Philippines
The 2026 Charter says your next of kin or relatives may renew your membership at the nearest OWWA Regional Welfare Office. Give them a copy of your passport and your proof of employment. Ask them to send you a photo of the official receipt.
Link to your OEC and pre-departure steps
If you are leaving for the first time or going back after a vacation, your OWWA membership connects to your other DMW papers. The OEC process checks that your contract is in order, and that is when compulsory OWWA registration usually happens. Read our guide to OEC requirements for domestic workers so you know which documents to prepare.
How to check your OWWA membership status
Check your status before you need it. A claim filed during an emergency moves faster when you already know your membership is active.
- Open the OWWA Mobile App. Log in and look for your membership details and validity dates. If the app does not show them, use one of the other options below.
- Keep your receipt or e-card. The official receipt or e-card shows when you paid. Count forward to your contract end date or two years, whichever comes first.
- Ask for your OFW Membership Record. OWWA Regional Welfare Offices issue an OFW Membership Record (MR). Many benefit claims in the Charter list the MR as a requirement, and staff check your membership status before they accept an application.
- Contact OWWA directly. Call the OWWA 24/7 hotline 1348, or email owwacares@owwa.gov.ph. Give your full name, birthdate, and passport number. Never send your passport photo to a personal account that claims to be OWWA.
If the record shows your membership has lapsed, renew right away. Most insurance-type benefits look at whether you were active on the date of the event, so renewing after an accident usually does not cover that accident.
OWWA benefits for domestic workers
The table below uses OWWA's own program names. Amounts come from the OWWA death and disability benefit page and the 2026 Citizen's Charter. Where OWWA does not publish a fixed amount, the table says so.
| Program (official name) | Who can claim | What it gives |
|---|---|---|

| Balik Pinas, Balik Hanapbuhay (BPBH) | Returning members | Php20,000 livelihood cash for active members; Php5,000 or Php10,000 for non-active members with one or more past contributions, plus business training |
| OFW Enterprise Development and Loan Program (EDLP) | Members starting or growing a business | Loan facility with Land Bank of the Philippines after OWWA's Enhanced Entrepreneurial Development Training; amount depends on the approved business plan |
A few notes for domestic workers:
- Disability benefits are for accidents. The Disability Benefit covers accident-related disabilities. For illness, look at MEDplus or WAP.
- WAP fills gaps. The Welfare Assistance Program helps members who do not qualify for the other social benefits, including when a typhoon hits your family's home or when you lose your job in a mass layoff.
- Scholarships use your salary. ODSP has a US$600 monthly salary cap. Check the current guidelines at your Regional Welfare Office before you count on it.
- Families claim at home. Most claims for death, burial, ELAP, and scholarships are filed at the OWWA Regional Welfare Office in the Philippines. Your family will need your OFW Membership Record, valid IDs, and proof of relationship from the PSA.
RA 10801 also requires OWWA to set aside at least 10% of the previous year's collections for reintegration programs, and to offer legal, counselling, and conciliation help through its overseas and regional offices.
PDOS and CPDEP before you leave
OWWA runs the Pre-Departure Orientation Seminar (PDOS), a required seminar for departing workers. It covers work standards, the destination country, health and safety, airport procedures, and government programs. Agency hires usually attend PDOS through an OWWA-recognised provider. Direct hires attend the In-House PDOS run by OWWA.
Domestic workers also take the Comprehensive Pre-Departure Education Program for Household Service Workers (CPDEP for HSWs). The 2026 Charter describes it as 1 to 6 days of language and culture training before you start work abroad. Length depends on the destination: 3 days for Cantonese, Arabic, or Hebrew, and 6 days for Mandarin. Enrolment is online through prep.owwa.gov.ph. Agency hires enrol through the agency's registered email, and direct hires use their own email. CPDEP is free.
OWWA scam warnings for domestic workers
Fake OWWA offers target domestic workers because many are far from home and short on time. Watch for these signs:
- Someone asks for more than US$25 for membership, or adds a "processing" or "rush" fee.
- A Facebook page or group chat sends you a renewal link that is not owwa.gov.ph, membership.owwa.gov.ph, or the official app store listing.
- A person promises a scholarship, cash aid, or a loan if you pay a "release fee" first. Check the Charter before you pay anything. The only scholarship charge it lists is a Php50 to Php100 notarization fee for the ODSP agreement, which goes to the notary.
- Someone asks for your passport, OTP code, or bank login to "update your OWWA record."
- An agency tells you OWWA membership is optional, or that you must pay it from your salary as a deduction. The law says the employer pays at contract processing.
- An "OWWA officer" contacts you from a personal number and asks you to keep the conversation secret from your employer or the MWO.
If something feels wrong, stop and verify. Call the 1348 hotline, visit the MWO at your embassy or consulate, or check the agency through our guide on checking a DMW licensed recruitment agency. If you are still applying, our step-by-step guide on how to apply as a domestic helper in Hong Kong shows which fees are normal and which are red flags.
Frequently Asked Questions
How much is the OWWA membership fee?
The OWWA membership contribution is US$25. RA 10801 sets this amount and lets the OWWA Board adjust it only after an actuarial study. OWWA must not add other charges to the member, and you should get an official receipt or other proof of membership when it is paid.
How long is OWWA membership valid?
Membership stays active until your current employment contract ends or two years after the contract took effect, whichever comes first. For voluntary registration, the two years count from the date you registered. After that, you renew with proof of active employment.
Who pays OWWA membership for a domestic worker?
Under RA 10801, the employer or principal pays the OWWA contribution when your contract is processed. If the employer does not pay, the recruitment agency must pay for new hires. If you renew on your own at the jobsite or through the OWWA Mobile App, you pay the US$25 at that point, so ask your employer whether they reimburse it.
How do I renew my OWWA membership online?
Use the OWWA Mobile App from the App Store or Google Play, or the OWWA Membership Payment Registration form at membership.owwa.gov.ph. Have your Philippine passport and proof of employment ready, such as your contract, work permit, payslip, or OEC. You can also renew at an OWWA office at your jobsite.
How do I check my OWWA membership status?
Log in to the OWWA Mobile App to see your membership details, or ask the Migrant Workers Office at your jobsite or an OWWA Regional Welfare Office in the Philippines for your OFW Membership Record. You can also call the OWWA 24/7 hotline 1348 or email owwacares@owwa.gov.ph.
A practical next step for helpers
Open the OWWA Mobile App today and check your validity date. Save a photo of your receipt or e-card, and give a copy of your OFW Membership Record to a family member at home. When you plan your next job, read more practical steps in the Helpers guides for domestic workers, then create your helper profile so families can see your experience. Helpers is a marketplace, not OWWA or a recruitment agency, so membership, benefits, and deployment papers stay with OWWA and DMW.
