Maid agency ownership in the Philippines: find the company behind the Facebook brand
Facebook maid-agency brands are not the legal employer. Match the page to a DOLE PEA licence and SEC name, then hire direct with ID and NBI if the paper does not exist.

This page does not name a secret holding company behind every "Manila yayas" page. Those ownership maps go stale and they get lawyers involved when they are wrong. What you can do, on any brand, is match the page to a licence.

Why one office runs five pages
Recruitment ads on Facebook compete on photos and "available today." A new page is cheap. A DOLE PEA licence is not. So some operators keep one licensed entity and several public brands: one for yayas, one for cooks, one for a city, one for "premium."
That structure can be legitimate if every page points to the same licensed name, the same office you can visit, and authorised recruiters the licence allows. It is a problem when:
- each page uses a different GCash name
- nobody will say the PEA number
- the "office" is a mall meeting
- the worker is told to pay a finder's fee to a person who is not on the licence
RA 10361 Section 36 applies PEA rules and joint liability to the licensed agency, not to a nickname. The Labor Code still treats licences as non-transferable and lists prohibited practices. You want the name that would appear in a DOLE complaint.
Match the brand to a legal person
Ask these in writing (Messenger is writing):
- Full legal name of the proprietor, partnership, or corporation
- PEA licence number and expiry
- Registered address and the branch authority if they are not there
- Name of the authorised representative who is chatting with you
- Official payment account in that legal name
Then check:
- DOLE Regional Office covering that address, for the PEA. Do not rely on a photo of a certificate.
- SEC company search if they are a corporation or partnership. Compare spelling. A one-letter difference is a different company.
- DTI if they claim a sole proprietorship. SEC will not list that.
- The contract they want the kasambahay to sign. It should name the household as employer when you are the principal, and it should not deduct a placement fee from her wage.
If the Facebook About section, the GCash, and the licence are three identities, you do not know who is liable when wages bounce.
What SEC registration does and does not do
A corporation can be in good standing at SEC and still be unlicensed to recruit kasambahays. PEA authority comes from DOLE. SEC tells you the company's name, status, and sometimes officers. It does not replace a PEA.
Conversely, a live PEA should be able to tell you whether the entity is a corporation, a partnership, or a sole prop. If they cannot, they are not running a placement office. They are running a page.
Do not publish other people's SEC numbers in a group chat as gossip. Use them to decide whether you will pay.
Worker-side tells that the brand is a maze
Helpers will often know before families do:
- "Magbayad ka muna ng processing"
- "Ibang page pero same office kami"
- "Huwag mong sasabihin sa ma'am na may fee"
- Original ID held "hanggang matapos ang kontrata"
Section 13 of RA 10361 bans charging the worker a share of the finder's fee. Section 12 puts pre-employment document costs on the employer or agency. If a brand maze exists to hide those charges, that is the point of the maze.
Families who want to stay clean should say, in the first message: "We will pay you the wage in the contract. We will not deduct an agency fee. Show me the PEA name."
Hire direct when the paper stops
You can like the worker and reject the page. Direct hire is lawful. You still:
- sign before work starts
- pay at least the regional floor in the NWPC summary
- register in the barangay and with SSS
- check ID and NBI without keeping originals

If a licensed PEA produces the same worker and the same contract, and you can name the entity, that is a different decision. The brand page alone is not.

Fail on PEA or on worker fee and you are done. Fail on matching names and you are done. Pass all rows and you still interview the person.
Walk the SEC search without guessing
For a corporation, open the SEC company search. Use the legal name they gave you, not the Facebook handle.
You are looking for a live company whose spelling matches the PEA paper. Revoked, expired, or "no record" is a stop. A company whose purpose is trading sando or running a canteen may still hold a PEA, but then the PEA paper has to exist. SEC alone never authorises kasambahay placement.
If they say they are a sole prop, stop looking in SEC. Ask for DTI and still ask for PEA. A proprietor can be licensed. A proprietor who will not show the licence is a person with a page.
Do not harass random companies that happen to have similar names. The point is to match the entity that wants your money, not to publish a gossip list.
Payment should land in an account labelled with that legal name. A recruiter's nickname on GCash plus a "we'll issue OR later" is how fees vanish when the worker never arrives.
A licensed PEA can still use a Facebook page as a shop window. The test is whether they will put the licence on the table before you transfer money. If they will, write the PEA number into your notes and keep going. If they will not, the page is a listing site with no licence, not an agency.

What to keep if you have to complain
If wages bounce or a worker was charged a finder's fee, you will wish you had paper.
- Screenshots of the page, the licence photo, and the chat where they named the entity
- The PEA number you were given
- Proof of payment
- The kasambahay's copy of the contract
- Your note from the DOLE call
Complaints on local recruitment go toward DOLE, not toward a Facebook report button. RA 10361 Section 37 puts disputes with the DOLE Regional Office first, through conciliation. You still need the name of the agency.
If the worker was charged a finder's fee, keep her receipt or chat even if you never paid. Section 13 still bans that fee. Unlicensed recruitment is a DOLE / Labor Code problem, not a Messenger apology. Do not wait for the worker to "settle it with ate."

What a multi-brand setup can still look like when it is lawful
Some licensed operators really do run more than one page: one for yayas, one for cooks, one in Filipino, one in English. Lawful versions share four facts in public:
- the same legal name on every About section
- the same PEA number
- the same office you can visit
- payment to that legal name, not to a recruiter's nickname
If those four match, the extra brand is marketing. Confirm the licence anyway. Then interview the worker as if the page did not exist. The kasambahay in your house is employed by you, not by a Facebook handle.
If those four do not match, you are looking at separate businesses, or at one business that will not identify itself. Either way, do not pay.
A "holding company" story is not a substitute for a PEA. Group names, sister brands, and "we are under [famous agency]" need the licence of the entity that will take your money. The Official Gazette text of RA 10361 attaches PEA duties to the licensed person or company, not to a slogan.

Frequently Asked Questions
Why do so many Facebook maid agencies look the same?
Trade names are cheap to spin up. A licence is not. Some operators run several pages from one office. That is not automatically illegal. It becomes a problem when you cannot name the licensed entity, the PEA number, or the person authorised to recruit. Ask for those three before you pay.
How do I find out who owns a maid agency page?
Ask for the SEC or DTI legal name, the PEA licence number, and the registered address. Search the SEC company lookup for corporations. Confirm the PEA with the DOLE Regional Office. If the page, the GCash name, and the licence name are three different people, stop.
Does SEC registration mean they can place kasambahays?
No. SEC or DTI registration is a business registration step. Local recruitment of domestic workers requires a DOLE PEA licence under RA 10361. A corporation that is registered but unlicensed is still not a lawful PEA.
What if they refuse to show a PEA number?
Treat that as the answer. You can hire the worker direct instead: written contract, regional wage, rest, SSS, ID and NBI checks. You should not pay a placement fee to a page that cannot show its licence.
Can I hire without any agency?
